The Seneca Light and Water Department is currently accepting applications for the following position:

CAD / GIS Technician


General Purpose of the Position: The GIS Technician produces maps for all city departments, develops and maintains the city’s GIS database and coverages and gathers GPS data. Produces CAD drawings as needed for the Engineering Department and other outside agencies.

Essential Duties and Responsibilities:
• Creates high quality maps for print and digital presentation using GIS and AutoCAD software as assigned.
• Ability to convert verbal and written information into two and three dimensional drawings.
• Edits, maintains and updates GIS data and metadata.
• Produces online GIS maps for use by city staff and the public.
• Performs spatial analysis.
• Conducts mapping research, in the field and in the office, to resolve and ensure the accuracy of the data.
• Gathers GPS data and post-processes it into GIS formats.
• Develops engineered drawings using AutoCAD Civil 3D.
• Experience with work order/asset management systems such as Microsoft Access.
• Other duties as assigned.

Knowledge of, Experience with, and Ability to:
• Use Esri Arc-GIS software.
• Use large format digitizer, plotter and copier.
• Have a working understanding of 2D and 3D CAD software, AutoCAD and/or AutoCAD Civil 3D.
• Read and use zoning, quarter-section, plat, land use and aerial maps.
• Follow directions and clearly and concisely communicate in written and oral form.
• Produce maps accessible to all ranges of skills; from the general public to expert staff.
• Present facts clearly in graphic form.
• Perform GIS data editing and analysis.
• Design, update and maintain geodatabases.
• Gather GPS data and post-process that data to GIS formats and create data dictionaries.
• Organize GIS data and maintain metadata.
• Prepare contract drawings for capital projects using AutoCAD Civil 3D software.
• Ability to interact with employees of other City departments.
• Understand symbols and terminology used in land use, civil, architectural and environmental drawings.
• Geography, Roadway / Street geometrics, modeling, earth work grading and quantities calculations.

While performing the duties of this job, the employee may be required to sit and use hands to finger, handle, or feel objects, tools, or controls. The employee frequently is required to talk and hear. The employee is occasionally required to stand, walk, reach with hands and arms; and stoop, kneel, crouch, or crawl, and operate a motor vehicle.
Work is performed mostly in an office environment with some time spent at development construction sites. The employee must be able to transport himself or herself to and from field sites and sites of meetings that may be held away from the office and to walk about areas of uneven, wet, rough and steep terrain. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Employees must be able to coordinate multiple work tasks at the same time, accommodate frequent interruptions without affecting quality of work, and tolerate stress.
The noise level in the work environment is usually moderate.

Minimum Qualifications (Education, Experience, Skills): Any equivalent combination of education and work experience which provides the applicant with knowledge, skills, and abilities required to perform the job. Must be an independent, self-directed problem solver capable of working under tight deadlines and responding to the immediate needs of supervisory staff.

Experience: Two years of experience using GIS, AutoCAD and computer graphic applications. A Bachelor’s degree which included GIS course work may substitute for experience.

Education and Training: Associates’ degree or equivalent course work at a technical or vocational school, in geographic information systems or two years of experience working with geographic information systems. Other combinations of experience and education that meet the minimum requirements may be substituted.

License or Certificates:
Must possess, or have the ability to possess within six months of hire date, a South Carolina State driver’s license.
